Most businesses that lose tenders think they have a writing problem
They do not. The writing is usually the last thing that goes wrong. CLEAR fixes what goes wrong before the writing starts.
Reactive bidding is expensive and inconsistent
A tender lands on a desk. The response is assembled around whoever is available, whatever content exists, and however much time is left. Some tenders are strong. Most are not. Nobody knows why.
Every tender has a stated requirement and an unstated anxiety. Addressing that unstated anxiety is what wins the contract.
The businesses that win consistently do not just write better. They bid smarter. They have a process. They know what the buyer is actually trying to solve, and they make the evaluator's job easy every time.
That process is what BidBuddy has spent over twenty years building and refining. We call it CLEAR.
The CLEAR framework
Five stages. Each one feeds the next. Every BidBuddy engagement runs through all five — from the moment the tender lands to the moment it is lodged.
Clarify the opportunity
Before anything is written, we read the tender in full — not to answer the questions, but to understand what the buyer is actually trying to solve. We identify the evaluation criteria, the weightings, and the unstated anxieties the response needs to address.
This is where the win theme is agreed. Nothing is written until it is.
Lay the foundations
Strategy without structure fails. We agree the bid plan, set the timeline, confirm roles, and issue a structured content request list before a word is written. The foundations determine whether the engagement runs smoothly or burns time in the final days.
Content arrives into a system, not an inbox.
Execute with discipline
We write. Content is incorporated, voice is aligned, and every answer is tailored to the evaluation criteria — not to what the client wants to say. The first draft is delivered seven days before close. At that point the client's job is to fact-check, not to rewrite.
We check in at least weekly. More often as close approaches.
Assess and refine
Feedback is incorporated. The win theme is finessed throughout the document. The language is tightened. The client has live access to the document from this point. Shape it early — late rewrites after this phase are not included.
This is where a good response becomes a strong one.
Refine to submission
The final draft is delivered three days before close. The final check is a submission-ready confirmation, not a drafting session. There is no redrafting at this point. We aim to lodge the day before close, not on closing day.
The gate. One job: is it ready to submit?
Why it works
CLEAR makes the process predictable. The same quality of thinking goes into every response, regardless of who is doing the work or how tight the timeline is.
The win theme drives the document rather than appearing in the introduction and disappearing by page three. The client knows exactly what to do and when.
Who this is for
CLEAR is most valuable to businesses that bid regularly and are not winning enough. You want to improve your win rate.
Your business
Australian SMEs turning over $2M to $20M, pursuing government and commercial contracts in genuinely competitive markets. Cleaning, security, facilities management, construction services, ICT, professional services.
Your situation
You submit tenders regularly. You invest significant time and money in each one. You cannot explain with confidence why you win some and lose others. The results are inconsistent and nobody knows why.
Your evaluator
A government or commercial buyer with real choice and a real evaluation process. Industries where the response actually determines the outcome — not markets where compliance, price, or relationships decide regardless of response quality.
Start with the diagnostic
The best way to understand whether CLEAR can improve your results is to look at what you have already submitted. BidBuddy reviews a recent tender response against the CLEAR framework and tells you where the gaps are.
Verbal diagnostic
A one-hour session with Sue Findlay, conducted by video and recorded for your use. Sue reviews your response and the original tender before the session. The debrief covers the score, the gaps, and what to do differently. You leave with a recording and a clear direction.
Written diagnostic
The same analysis delivered as a written document. Your response is scored criterion by criterion. The three to five highest-impact improvements are identified, with examples of what stronger responses look like. Share it with your team or use it as a training reference.
Both versions available for a fixed fee, quoted after reviewing your documents.
Why BidBuddy
Sue Findlay has been writing tender responses since 2003. Before that, she was on the other side of the table — leading government procurement, sitting on evaluation panels, and scoring the responses that businesses like yours were submitting.
She knows what evaluators are looking for because she was (and still is, through her sister company Procurement Associates) one.
BidBuddy was founded in 2013. Since then, CLEAR has been applied to tenders across local government, state government, and federal government, across industries from cleaning to ICT to construction services to aged care.
CLEAR is not a product invented and then applied. It is a description of how BidBuddy has always worked — structured, strategic, and direct. Naming it makes it teachable. Teaching it is what comes next.
Our clients come to us through referral. We do not take on clients we do not believe can win, and we do not stay silent when we see a response heading in the wrong direction.
Start with a conversation
Send us a recent tender response and the original documents. We will review them before we speak. The conversation will tell you more about your bidding practice in an hour than most businesses learn in years of submitting.
