South Australia runs the most consolidated tender portal in the country, and defence work bends the whole market around it.

If you're a business owner or bid manager in South Australia, here's your heads-up: now is the time to double down on tendering opportunities across Adelaide and the regions.

Strategic procurement planning is well underway, and a steady stream of RFx (Requests for Tender/Quote/Proposal) are being released by South Australian Government departments, councils, and agencies. Whether you're in infrastructure, services, training, tech, or consulting, there's opportunity here for you.

Start with SA Tenders and Contracts. In South Australia, one portal does most of the work. It carries state government opportunities and a lot of council work too, so it is less fragmented than the eastern states. The City of Adelaide and Onkaparinga, for instance, point suppliers straight to it. Register for free and set several category alerts rather than one narrow keyword.

Local content rules in South Australia

South Australia scores local content through SAIPP, and it scales with contract size. Expect a capable SA business considered from $55,000, an Industry Participation Plan from $220,000, and a weighting of 15% rising to 20% above $10 million. Major projects over $50 million can require 90% SA labour hours plus targets for apprentices, trainees, Aboriginal workers and the long-term unemployed. Spell out your SA jobs and spend rather than leaving it to the evaluator.

Two things worth knowing before you start. Most council work shows up on SA Tenders and Contracts, but some Adelaide councils, like Port Adelaide Enfield, run procurement through VendorPanel. VendorPanel is moving to Unimarket through 2026, so keep an eye on both during the changeover.

A word on what drives this state. Defence and big infrastructure are the engine here. If you supply into defence, register with the SA Defence Hub on ICN and keep your capability profile current, since much of the work flows through primes rather than open government tenders. If you want to look for not for profit or private/public company tenders, you are going to have to hustle. They are not bound by any legislation to publicly advertise their opportunities, so the only way to break into them is through good old-fashioned new business development. Research the person to speak to, get an introduction / call them up, make an appointment, find out their needs etc etc.

But let's be honest. Finding the opportunity is the easy part. In a state where defence and big infrastructure shape so much of the spend, and a place on the right panel can matter more than any single tender, winning the work is a different discipline.

Most businesses miss out, and it's rarely a qualification problem. They:

  • Submit cookie-cutter bids,
  • Miss critical compliance details,
  • Or don't understand how tenders are really evaluated.

If you've lost tenders to "better-prepared" rivals or for reasons unknown, you're not alone. Many South Australian suppliers are operating reactively by pulling together bids at the last minute, under pressure, with no strategy behind the submission.
